I wouldn't go that far. The skill checks, while difficult, are pretty easy to hit once you know the perk is in play

True, but sometimes it's 3 regressing gens if no one is working on them and that saves a lot of time from traveling and kicking gens

It's a great change but the only way I think it will become meta is if a whole bunch of other perks get nerfed into oblivion and it's superior to its now nerfed competition (which is definitely possible).

No. Double Dress will force survivors to stay awake most of your match, so you will be a M1-Killer without faster Dream Projection-Cooldown (-15% each sleeping survivor) and without the (at least sometimes useful) snares or Pallets. If survivors were asleep, Dress wakes them up without RPB, if they are awake while failing the SC, the Dress does NOTHING.
ALWAYS run Paint Brush together with 1 Dress in this.
On Freddy, I recommend a combination of Oppression and Call of Brine (for example, for the information), so that way you can inflict the difficult skillchecks with extra 4% damage (Blue Dress) and get the informations where to (fake-)teleport to.
Keep in mind that Blue Dress/Green Dress/Woolshirt only works on asleep survivors. Thats why Red Paint Brush is absolutely necessary to build up some sort of consistency.
You could try out something like this (its for testing - new Machine Learning while I kick multiple gens could synergyze pretty damn well and Pain Res is for…. well, its Pain Res. Everybody runs it anyways):
You could also try out Oppression with Surveillance for the information (Surveillance also works pretty good together with Surge or Hex:Ruin for example):
I myself like to run 1 Info, 1 Chase and 2 Generator-Perks (Oppression, Call of Brine, Surveillance, Coupe de Grace f.e.). These build wont make it into my main 3 builds (!)
I will go this way for now (Coupe de Grace synergyzes with Dream Snares!):

i see it as a pocket ruin, skill checks are its secondary aspect. i already use it on killers with secondary objectives or that can passively pressure gens, i can't wait for its buff.

You can get 3 to 6 (or even 9 if you’re lucky) tokens instantly on Undone if you use Oppression. Combine that with Overcharge and you just might get passive tokens. Freddy is the only killer where I somewhat got decent value out of Undone since his power kind of encourages missing skill checks. Damn imagine old Freddy with Undone

a build that i tried when undone showed up was pop, eruption, undone, oppression with 2 dress add-on's.

snares are trash anyway. regression is superior. it wasn't that bad but playing m1 killer is tough vs good players.
