What does the level mean when hovering over a character in the selection screen?

That is your bloodweb level.

If you mean the “easy”, “hard” “very hard”, etc., that is how hard the devs estimate the killer is to play when you’re new to them. It’s essentially there to give you an idea of how easy/difficult it’s going to be to understand the killer.
It’s not necessarily about how hard it is to master them.
