What does killer level means? (Not the prestige)

I was recently trying to play as the Legion and noticed that under their name, "The Legion", there is a level 25.
Its all in Russian but I think its pretty much the same in other languages.

    That's just how far into the Bloodweb you are. Sounds like most of your killers, though prestiged, are at level 1 of the Bloodweb, while Legion, Doctor, and Wraith are higher.

    Other killers have different levels but the most common is 1. Doctor has 42 and wraith 41.
