Chase detection glitch (PS4)

I'm having a frequent issue playing on PS4 as killer where I'll get into a match and no matter how close I get to the survivors, the game will not register that a chase is happening. The only time a chase registers is IF I manage to land a hit, and it only registers for about three to five seconds before the chase "ends" and the music stops, even if I'm still right on top of the survivor. This results in matches that are impossible for me to win as I get infinitely looped with no way to gain bloodlust, as the game does not believe I am in a chase. I currently have no idea what causes this. It is not a specific map but does seem to happen more frequently when I play as wraith.

    And before anyone suggests it, this isn't because I'm trying to chase while still cloaked as wraith or anything like that.
