Bloodweb Improvements

The bloodweb has gone through multiple changes. I believe we can change some things and make it better and more accessible. Here's my proposal. 

BROWN OFFERINGS FOR KILLER AND SURVIVOR

I'm talking about brown offerings that are increasing bloodpoints in specific categories. I don't see any use in these offerings. In my opinion, they are clogging the bloodweb while not giving substantial amount of bloodpoints. Removing them from the bloodweb would ensure fluidity and higher chances of getting your favorite add-ons and offerings. Bloody Party Streamers, Escape Cakes, Bound Envelopes & Sealed Envelopes are all-round better option if you're looking to grind points. Sometimes Bloody Party Streamers are so rare I forget they exist. I have 7 P100 characters and in one prestige level I'd get around 12 of them, sometimes even less. However, I have over 2K of those brown offerings I'll never use. I think we should retire them and leave more room for offerings and add-ons we actually need and will use. Additionally, downgrade the rarity for the mentioned bloodpoint offerings by one tier. Same for the killer. This will also help new players who desperately require bloodpoints to put up builds together. 

BLOODPOINTS CAP

I think the cap should be 5 millions. Daily Challenges should go over the cap as well as the tome challenges.
