So basically, Chaos-Shuffle is almost "perk-less"?

If everybody has weak, small-effect, short-lived perks, it's almost like playing without anything.
Any ETA solving this?
The bug report currently shows "under review".

Oh, I don't mind. I regularly play perk-less in the normal game.
But the players that are nowhere on the masochistic scale tend to frown on playing like that, and they give up pretty easily.
