Now that hooks always respawn, there's no reason to keep hardcore slugging in the game
It used to be possible to have deadzones after a survivor is already sacrificed and a specific hook was unavailable for the rest of the match. This is no longer the case.
Some killers and perks encourage a little bit of tactical slugging (The Oni, The Twins, Knockout etc), but some players leave one or more survivors on the floor for 4 minutes when they can clearly hook them and they usually walk on them during that time as a form of BM. It should not be possible to make a player unable to take any action in a multiplayer game for 4 whole minutes.
It doesn't happen every game, but it's not completely rare either. Here are my ideas to fix this:
- If a survivor is fully recovered (95%) for at least 30 seconds, they can pick themselves up. It would still take more than a minute to do that which should be enough for killers like Oni or Twins to down another survivor and come back to pick up the first survivor (can be once per game)
- OR if all survivors are either dead, hooked or in the dying state, you can press a button (Ctrl) to automatically bleed out instead of waiting 4 minutes till the timer runs out. This can be activated after 30 seconds of being put into the dying state (to allow the killer to pick up the last survivor)
- OR if all survivors are either dead, hooked or in the dying state, all survivors bleed out 300% faster

Toxic slugging in very end game should definitely be looked into. awhile back, they had a system called finisher mori that ended the match when all 4 survivor were slugged. the system was a bit too aggressive because it ended the match immediately but i think an EGC timer of 30 seconds would be good solution to ending games quicker when the match is clearly in killer overwhelming favor.
in term of early game and mid game slugging, i think these form of slugging are too weak and infrequent. it takes long too long to bleed out that in most cases, hooking same survivor 3 times is superior. While i don't think that slugging should straight up always be the better option over 3 hooking, it should a little faster and more practical to go from 4vs1 →3vs1 from slugging. it is little bit too weak. 4 minutes takes too long especially if killer downs survivor multiples times in a match.
