Cut Loose should work on Lockers

i think removing cooldown would be a start.

I was just thinking this. I want to use it with quick and quiet + Lucky Star. A different, higher investment stealth build for when you're injured.

Hmm, I think it shouldn't really be completely removed, what I think they should do is reduce it to 20 seconds and increase the window of time for another silent vault to like 8 or 10 seconds from 6 seconds.
