It's between Freddy and Pyramid Head I think.

Freddy's add-ons are terrible. RPB and Z Block are slightly better than the others, but only slightly.

Pyramid head takes the cake for sure. Every other killer at least have some good ones and plague gets the blessing that all of her add ons are good not a single bad one, hat you can create alot of idea. Funny she and ph are complete opppsite.

Pyramid Head. You basically only have Range Add Ons and nothing more.

Idk, everyone says PHead, but almost every killer has 3-5 most obvious addons, which do something and 50-70% of addons which have almost no effects, too situational or even harmful to run, and at this point I don't feel that PHead is THAT much far away from other killers.
But if to chose someone, then Freddy and PHead need help the most, yeah.2 -
A bit controversial opinion here, but Nurse.
She has what, 5 or 6 add-ons that are worth running?
Not saying she needs good add-ons, she is powerful enough.

The answer is Freddy. Pill Bottle is a purple add on. One of his ultra rares only blocks exits if the survivor is asleep. His other ultra rare just gives him a power. 3 add ons are dedicated to changing snares to dream pallets.

There is no limit to the amount of Killers you can choose from.
Old Speed Limiter for Billy before their rework. The amount of work required to get Chainsaw hits consistently with Billy only for it to not even be a down is just…. it breaks my soul.
Unlike Bubba Speed Limiter, there is no way to improve it, it's just kinda bad.

Freddy - His are so odd. Poor Freddy.
Pyramid head - (he has nothing to work with)
Onyro (I only say this because her purples aren’t great. Some addons are from her first iteration. She has 2 blindness addons…if you’re not using bloody fingernails, remote control or videotape copy for the 2 meter increase on condemn, then you’re in trouble)

Ghostface. His addons not weak but just boring. Its just niche aura reading or niche stats increase, nothing creative or original. His addons need full rework.

Freddy used to have really good add-ons at one point, it is just that they pretty much deleted all of them lol. Dracula's and Pyramid's add-ons are also kinda bad, but they are not unusable. Skull Merchant add-ons also suck, but also more because of how much she has been nerfed.

Though I gotta say my favorite was Nancy's Masterpiece with Blue Dress.
Increased range and less skill checks was my jam! I miss it so much.
And even then, they barely do anything. It isn't even fair.

Pyramid heads add ons suck
Deathslingers add ons suck
A fair amount of Weskers add ons suck
Trapper sucks
A lot of Ghostfaces add-ons suck
Nurses add ons are eh. (But considering she's Nurse, eh)
Bring back blights skill check add on.

Pyramid Head has maybe 4 addons I'd call useful, and even then that's a stretch.

Long story short, almost every killer needs a MASSIVE add-on rework. There are so many terrible add-ons that it feels like a lot of them could be added to base-kit as "buffs" and it would either start to fix a lot of problems some killers have, or not make much difference because the add-ons were so bad to begin with.
