Do killers recieve less blood points for refusing to hook survivors?
Recently redownloaded dbd after not playing for around 4 years. Had a few games where killers just have slugged and left survivors on the floor to bleed out. Even with all 4 survivors downed some have refused to hook.
Do killers recieve less blood points for this kind of gameplay or do they get the same as a hook kill?
Not really the best gameplay when all I can do is go on my phone or take a queue time penalty from DCing.

Yes, you don't get points at all for a "Bleed Out" and it doesn't count as a kill for purposes of an Adept or Emblems. That is why it's considered so toxic, since the killer is actively hurting their own gameplay just to be toxic.

Ofc, the section is called: - "Sacrifice" (I think).
It's giving a pretty good amount of bp, when you hooking.
Btw, when you're using a mori on survivors you are practically reducing amount of bp you are going to get after the match.

We're pretty sure you get 50 points for the death and does count towards adept (this one we're not 100 on).

No, it does not count toward the adept, and maaybe you get 50 points, but you don't get the full points for a hook nor for a sacrifice both of which are way more than 50 points. Again, though… it does NOT count toward an Adept achievement.

Bleed outs do not count towards adepts.
It also does not count for Vecna's achievement of taking the hand/eye off a survivor and killing the other three. If one bleeds out instead of being sacrificed, the achievement will not pop.
