What are the requirements for flashbang?

I just got pitted against an swf squad that would go into locker so their allies could drop a flashbang when I pulled them out. I thought they could only do it 4 times, but they did it so many times I lost count. The locker they were using was right next to a gen. Do they only need to tap a 40% gen in order to create a flashbang or something? There was at least 10 flashbangs in that game. I think the actual number was close to 16 of them.

All 4 of them had the flashbang perk so it's in the realm of possibility. But to get hit by about 7 flashbang in about a 2 minute stretch of time makes it seem like the perk is either glitched or they're hacking.

    Very many flashbangs can be made in a trial. A survivor can repair a gen, pop into a locker to craft it, then put it on the ground and hop back on a gen to make another one. Since it's 40% repairs, that's potentially over a dozen flashbangs if every survivor is running it.

    You have to spend 40c/s worth of time on a gen for one so it does have a hard limit if they aren't letting kicked gens to go back to 0.
