Why does every useful survivor perk get gutted?

Don't forget some perks got buff like Resurgence, DS, Iron WIll, Babysitter.
Perks rarely receives nerf for no reason.2 -
DS was buffed then nerfed/reverted. Resurgence did receive a nice buff, Iron was nerfed then reverted with a nerf, and Babysitter was laterally changed
