Why is "AFK" a reportable offense if no action is taken?

I had a killer teammate in 2v8 who was AFK the entire match, from start to finish. Their aura never moved.

I made an in-game report and followed up with video evidence.

The report was declined:

Whilst we appreciate your support for the game and your desire to make the game a more enjoyable experience, it is with regret to inform you that we are not able to process your report.

Please note that any players who remain afk for too long in the game will be automatically disconnected and any disconnection in-game will be handled by the disconnection penalty system. Hence no further action will be taken on reports.

This is demonstrably false in so many ways. The killer was not disconnected, I did not get a killer bot to replace them, and being AFK is listed as an offense.

So either the code that handles being AFK for "too long" (whatever that means) is not working correctly, or this person was gaming the AFK system by moving just a bit every so often to avoid being kicked.

In either case, action should be taken.

Shame on you, BHVR.
