Im actually fine with nerfing regression and slowdown perks, but

Regression and slowdown perks even after being nerfed for years now are still on most builds, their use is a sign of their power due to them basically giving killers more time to kill survivors. im fine with them being nerfed as their constant use rate is a sign of their power but I want something in return: partial basekit corrupt intervention (hear me out here)

I think in the first 2 minutes of the match, or before the killer gets their first down all generators should have a progression penalty. the toughest and most important part of the match for killers often feels like earlygame, this is part of the reason perks like corrupt and lethal are so popular, and part of the reason mobile killers are so good. this change would benefit a category of killers that already struggles, killers that are slow, have setup, or both like trapper while giving less benefit to faster killers that can more easily get into chase at the start of game like nurse or blight, nerf indoor maps and big maps where it is often harder to find your first survivor, and reduce the RNG aspect of trying to determine survivor spawns, which can be a struggle especially if you spawn near the middle of a map

    What Killers have for gen regression: Basekit kicking, about 4 (nerfed) really good perks to combat genrush, a handful of perks to slow or limit generator progression that are not as strong, that one Ghostface addon.

    What Survivors have: Toolboxes that can do half a gen in about 20 charges with the right addons AND be recharged with the right perks, BNPs (STILL for some reason), perks that reduce charges, many many perks that buff generator speed in various circumstances and all have some utility, a perk that punishes the Killer for chasing them with a gen buff to everyone else while they are being chased, a perk that that instantly put up to 20 charges on gens and pop them in the Killer's face, perks that permanently make every generator have the equivalent of a BNP on them, an entire mode where generator progression is so buffed you can pop three gens in under 1 minute if enough people take the relevant class. Oh, and all of these things stack together for even faster generator progression.
