Probably Houndmaster.
While Freddy and Skull Merchant's powers are weak, at least they function properly. Houndmaster, from what Ive seen, really doesnt work half the time because the dog bugs out or gets stuck on the smallest of objects, often stuff you cannot control since it's the fault of the game itself and not the power design or strength.5 -

Anyway IMO it's Pallet Freddy & Skull Merchant < Freddy < Houndmaster

From experience its houndmaster. Shes currently weaker than launch singularity and ive seen the same killers playing endless rounds trying to get adept, took me 5 tries and every round ive seen her win required hard tunneling and constant slugging. Infact i got all the new achievements in a day, including escaping 5 times while broken all because shes easy to escape from. She was definitely not programmed to harm the crew

Houndmaster isn't even in the conversation here, she's significantly better than the other two even with her bugs and inconsistencies.
It's probably Skull Merchant. For all Freddy's flaws, at least his power fundamentally functions for a basic gameplan, which Skull Merchant's doesn't after all the nerfs.
Still, Freddy is pretty weak, so maybe Merchant being able to hobble by on Undetectable builds would carry her to second spot. Hard to say.

At the least my main isn't this weak, and at least one of my other Killers in the roster just got a TON better too.

Houndmaster the other twos powers work consistently Freddy is a noob stomper and Skullmechant still gets injures from drones albeit way less now

Houndmaster is not bad when her power actually works (it usually doesn't) and Freddy is winnable:
Not fun and still missing his unique identity, but winnable.

When survivors are awake he is completly powerless. When houndmaster and Merchant can use it all the time, plus unlike Freddy they have good addons.

Indeed.
However, the moment survivors stop doing the intended counterplay Freddy surpasses Skull Merchant. And it isn't rare to play against people who rarely use the Alarm Clocks, simply because the Dream World is nowhere near as dangerous as it used to be.

Yeah, when i play Freddy i have no idea why survivors waking up it does nothing but make you oblivious (that is countered by Freddy lullaby, i know it undirectional but it became more louder and noisy when he is close to you so good survivors can still track you well)

It's an open forum and I am tired of people telling me how weak Ghostface is when these three exist. The community thinks Ghostie is weak?
These guys are weak. Ghostface's issues pale in comparison.

At the moment I truly believe Houndy is one of the worst killers (in terms of viability) in the games history.
Her aesthetics are pretty good though. I think Im in the minority when I say that her layer 4 chase is better than PTB since I immediately thought there was something missing, just like Doc or Demo's chase music back on their PTB's.

Personally don't think Houndmaster is even in the conversation of weakest killers she's just more complex, she's capable of quick chases however where as Freddy and SM really aren't. Of the 3 SM is probably the weakest as Freddy at least has mobility and I can't really think of a strength SM has.

Houndmaster by a long shot. I wish I could say SM.. Regardless of sending the dog to search or chase the dogs "circle" should always be there and yes he should grab them if they slightly dodge to the left or right. Dog is WAY to easy to dodge that it's laughable. Especially from a realistic standpoint it just looks stupid as hell. A real dog totally wouldn't just change its direction and instead go towards a spot where the Survivor use to be. It's Knight all over again…
