Is Forgotten Ruins bugged or are the portals just really bad?
I might be wrong about this because it has been a while since playing survivor on that map but from my understanding you can get hit while using a portal. You can even get grabbed.
While playing killer today and yesterday (and my ping was pretty good) I was never able to hit survivors in the animiation of the portal. Grabbing wasn't a thing either. So everytime a survivor used a portal I could just stand there and watch because if I attacked I would (on my screen) hit the survivor but it was treated as I wouldve attacked thin air.
Also to be honest I really think that the portals shouldn't be so close to each other that you can create a loop you can run for 30 seconds or more every time you are in the area. It may be becaue of this condition of not being able to hit survivors in the animation but right now that loop is stupidly strong.
The loop I'm talking about is backside main building portal then turn right, downstairs library portal so you are left to the basement and then back to main building. Only as dredge I could shorten that loop effectivly.

No, the portals are just that badly designed. It's a universally hated map and it's been dubbed as the worst map of the year (and the worst in modern dbd) for a reason. Even if it isn't massively strong, it's just not fun to play on.

Really boil's down to how the game see's and interprets theing's between both players, i personally have never seen or heard of grab's from the Portals/Magic Doorways. Hit's on the other hand i'v experienced on both sides, i can only guess the conditions needed for the attack to register before the Survivor get's a free pass. A possible guess would be the killer need's to have started there attack animation possibly a second before the Survivor starts the Portal Interaction, if it's a lunge/ranged attack, but thats a guess.

You dont hit survivors entering a portal, you enter the portal right after them. Killers interact with portal twice as fast

I've had my own fair share of problems with these portals and I've found that if you just forget about hitting them at the portal and know the map well enough you can typically guesstimate where the survivors are likely to run and cut them off it usually catches them off guard. For that reason alone this map can be spared from my scrutiny. That and you can across map hatchet throw to guard the exit gate switches as huntress lol

You can hit survivors when they are entering the portal, been there myself. The window is small though.

I think you can only hit them as long as they didn't make a step into the portal itself. Grabbing only works if you touching the survivor and press m1 without launching, because this is super uncommon it's near impossible xD

Considering you have to come to a full stop, interact with the portal, wait for the animation, and then get moving again (all while the survivor just keeps running) entering the portal to chase a survivor is almost always a waste of time.

The survivor has the upper hand with the distance and lead in the chase. The killer has to figure out where the survivor went after using the portal, and on top of that, the survivor gets i-frames while going through it. If the killer swings, they’re just wasting time. Plus, being downstairs is a complete time sink, even if the killer eventually catches up.
The only way portals would actually feel balanced is if they worked as seamless transitions, like Dr. Strange’s portals in Marvel’s Rivals or the ones in Portal. But let’s be real, they clearly can’t pull that off with their current skills/engine. So instead, they went with whatever was possible and hoped it would work, which just ended up being another useless and unbalanced feature. It’s like Breakable Walls all over again

The portals were really poorly executed unfortunately and I hope they don't ever use them again on any future maps. They interrupt the normal flow of gameplay too much imo. I get why they were used on Forgotten Ruins due to how the map layout is but I don't feel like we should get any more maps like it in the future, it just doesn't work very well.

Scratch marks
Killers still interact faster with portals
Most of the time theres nothing nearby underground so if you are not catching up with the survivor either they have Hope and you are a 4.4 killer or you are just plain bad

I was able to both hit and grab a survivor on portals yesterday, so it still is working. Maybe it was a ping issue?

Not to mention that Knight's guards despawn if you enter a portal and Victor can't follow you through it.
