Why does the execusioners Cage not count as a hook for deadhard?

I was so confused why my deadhard wasnt working, but why does this cage not count as a hook for that perk? It counts in every other scenario as a hook state but not for that perk? Was this a bug in all my games or is this really a thing? This cant be right…

    I am all up for counting cage as a hook, so killer perks work for it too.

    Pyramid Head's Cages are hooks in regards to scoring, but nothing else.

    He can't use hook perks, but neither can survivors. He can't see where cages are nor be near them without them auto relocating, but survs also don't get endurance out of a cage and are entirely helpless.
