Was the QOL phase 1 and 2 announcement the replacement for a roadmap

I’m talking about the roadmap that showed killers, perks, mechanics etc that are getting changed through the next months. Was the QOL announcement the replacement for that. I remember previously that the roadmap was said to come out in February.
