Head On need to be kill switched ASAP!: Killer can't open the locker right after someone jumps in.
SUMMARY OF THE ISSUE:
-Killer can't open the locker after someone jumps into it with Head On.
PLATFORM:

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
-Have two player run Head-on. Have one team mate jump into the locker while someone is in the dying state in front of the locker. The killer need to try to grab the survivor imediatly out of the locker but he can't.

It has nothing to do with using Head On. The point of the bug here is really the other survivor trying to open the locker where the other is hiding and killer downing them at that moment. It will cause the open locker option not be possible and forces pickup if killer press space. Bug is caused by the interaction of trying to enter a locker other survivor is hiding in.
Killer can counter the bug easily by not hitting the survivor when they try to open the locker.

I downed a survivor who wasn’t trying to open a locker and they crawled in front of one and I still couldn’t open it. It kept forcing me to pick up and someone who had head on was in the locker next to it.

You are able to open the locker with very precise positioning on the sides but if this is done in a group of three or a locker next to walls then yeah it's just flat out impossible, you have to eat the head-on stun. The action priority needs to go back to Search, then Pick up.

You don't need to open the locker, being down in front of it is enough. BHVR stealth changed the action priority, putting Picking up survivors above searching lockers.
