Why do hooks after survivors die respawn so quick!

I remember when hooks use to break for killers making it unusable. Sure it was kinda not fair but how in the world can a hook come back so quick! I think breakdown has a longer effect that someone dying which is absurd. I guess I don't understand why the hook is not broken for longer.

To prevent unhookable scenarios.

They did it to remove the situation where hooks can be broken in a way that creates a dead zone a killer can't hook in, requiring them to do a bleedout slug or let the remaining survivors go.
