He is pretty meh anyways, he deserves a buff
Even though people didn't really used haste/slow perks that much for him, a nerf is a nerf

Idk about clown. But lot of power related haste should be changed to temporal base speed increase.

Intoxinated/Invigorated should not count as Haste.
