Yeah saw this one last time I played and yes its totally not usable to hang survivors. Here is the log if you need them.

Definitely unhookable..I've gotten it twice as Killer. On Switch Platform. Happened to me both with Scourge Hooks and without.

Same thing has been happening on PS5, at first I thought a survivor was cheating, but after playing multiple matches and testing RPD in custom, it is definitely something with the map.
