Looks like a bug with the updated Mori system. It should only work when the second-to-last Survivor is on hook in struggle phase.

I just posted a bug around my Ivory ("only one") mori allowing a second kill against bots. Seems this could be related.

Unfortunately not. The changes in the actual patch note for the PTB say that the second survivor can be healthy, and you can still mori. It was just worded poorly at first.

I've read it again, and according to these notes one of the two remaining Survivors has to be hooked and in struggle phase in order for the last Survivor, in this instance Paulie, to be able to be morid. But in his clip you can see the Yun-Jin working on a generator, so this mori should not have been possible. The Yun-Jin had to have been on hook and in struggle phase for that. Hence why I think it's a bug with the detection system, in that it forgets to check what status the other Survivor is in.

Ive just seen it happen too. With the last two, one got unhooked, then the second one got downed, they got Mori. Even though the other was running around still. I was really hoping that wasnt how its meant to work, good to hear it might be a bug!

I've seen this happen as well with only a Felix and Sable remaining against a Springtrap. Felix had used Plot Twist so had two Hook States but was completely healthy, Sable got downed and Mori'd with only one Hook State and no Mori offering (Killer had offered Pudding).
