My Tierlist of survivor stealth perks.
So, stealth perks are some of my favorite things to run when playing survivor. I like how the killer can just lose me and walk right beside me thanks to them. So, I have made a list of all perks with stealth aspects and ranked them.
Iron Will: S(There is a reason this is a meta perk. It's literally perfect.)
Quick and Quiet: A+(Reliable, easy to activate, short cooldown, and a staple in many stealth combos.)
Lucky Break: A+(An underrated gem. You get untrackable for a full minute. Pair it with a map with limited LoS, and you escape every chase. Also, did I mention you can refresh it? Amazing perk.)
Babysitter: A+(A great anti-tunneling/stealth combo perk. 30 seconds are nothing to sneeze at, and there is also Haste on top of that?! Awesome.)
Off The Record: A(Really underated stealth aspect, the Iron Will+Distortion after every unhook really helps.)
Boon: Shadow Step: A(Another underrated perk. Honestly the perk is great, maybe even better than CoH in some cases.)
Ligthweight: B+(A great, free, always active perk. The effect may not be THE best, but it can come in clutch often.)
Dance With Me: B+(Pair it with Lithe and a few seconds of being out of the killer's sight, and you're gone... if you aren't injured though, otherwise you are easily trackable through Blood Pools.)
Deception: B+(Same story as Dance With Me, great perk, but countered by Blood Pools.)
Lightfooted: B+(The conditions bring it down to B, without them, it'd be an S tier.)
Bite the Bullet: B(When it works, it's a free escape. However, you do need a self-heal tool and some distance for this to happen.)
Lucky Star: B(Similarly to Bite the Bullet, you need distance from the killer to make it work. It also doesn't block Blood Pools for... some reason, so you may end up still getting found anyway.)
Distortion: B(Only works if the killer has aura reading, but not too much, otherwise you don't get stacks back fast enough. But it works well when it works, so...)
Fixated: B(Good if you are running exhaustion perks or want to avoid chase altogether by walking away when the TR gets closer. Pretty meh otherwise.)
Parental Guidance: C+(It has to be paired with Smash Hit, and works off of stuns, which sometimes just don't happen.)
Sole Survivor: C+(Great if you're the last alive, almost meaningless otherwise. The aura reading blocks are nice, but it does require the game to go very south to even activate.)
Poised: C(The stealth aspect is almost useless. It only avoids F tier because of the aura reveals.)
Calm Spirit: C(Has niche uses, like in the slugging for a 4K sitaution, or against screaming perks. Not sure why it has a downside though, that one is dumb.)
Hardened: C(Only works against screaming perks and Doctor, not even helping against crows, and also requires you to run around doing side-objectives.)
Teamwork: Collective Stealth: D+(I gave it D+ only because it's miles better than the OG version. But, it's still meh, even in a SWF.)
Low Profile: D(It has one thing over Sole Survivor, the fact it can trigger when everyone else is slugged or hooked. Otherwise, a Sole Survivor but worse.)
Cut Loose: D(So situational it hurts. Every good thing about Quick and Quiet is just not there.)
Self-Preservation: D(Very situational and also only benefits at the expense of everyone else.)
Urban Evasion: D(Just walk instead. Seriously. The speed is the exact same.)

I've been using Light-footed lately and it definitely confuses alot of killers, particularly around tall walls. I do wish they'd drop the vault condition completely but the buff it's getting soon will help.

I would not rate Lucky Break that high. Because you basically need a whole Build around it or at least pair with with another Perk like Iron Will (since the removal of Scratchmarks and Blood does not really matter if you can still be heard).
And I think a Perk which requires at least 2 Perk Slots to be efficient can really be one of the best Stealth-Perks.

Having 2 conditions to worry about is really annoying.

Yes, pairing it with a perk that removes grunts of pain is pretty necessary.
But, Lucky Break is imo still one of the stronger stealth perks simply because it's not locked behind a very specific action or condition, works for an entire minute + any time you gain back, and fully removes 2 ways to track you.

- "urban evasion" is a good perk, not extraordinary, but good. Against some killers it is really strong (Huntress, Hag, even Pyramid Head). Surely there are worse perks than it. his problem is his reputation and "hidden rats" play style🤣

Eeh, debatable.
Even in the cases you mentioned it doesn't do that much.
It's not the worst perk in the game, that title would go to the Invocation Taurie released with, and Self Preservation/Cut Loose may be worse. But it still sucks.

Fixated pretty much forces the necessity of aura perks on indoor levels. walking too OP.

I would rank light weight and deception higher.
You are overestimating shadow step, lucky break and bite the bullet very much in my opinion.

Hmm, I might try that one lol.
I think it has potential, but you usually bring it as an aid for your other perks or in specific situations, like stealthing around indoor maps.

Does not really change anything. Unless you play against some Killer whon uses speakers instead of Headphones.

So? You should get a ton of value in that case.
It's not higher because a SM Myers or a quad aura build is too overwhelming, but not lower because, well, it does protect from the aura reading.

Blight does have a green add-on that reveals people near him when he slams into something. That can drain distortion a lot.

ofcourse it does lol, maybe not at 5m of distance, but from further away it helps. i would know i have played stealth survivors and loud ones.

the strongest killer in the game nurse, spams aura readng all the time. that lone would put distortion on S tier.
The perk got nerfed but it's still really good.

It's now not AS good as it was before, but it can still be a lifesaver both in chase and against long range aura reveals.
I put it in B because you can encounter a Wraith which makes it so chases last short, or a killer with no aura reading at all.
