Base movement speed update
It's time to dive into another topic and that is base game movement speed that hasn't really changed in a while. Killers been getting some nice buffs, some of them nerfs. But to get killer more in line, the base movement speed should be revisited to give killers bit of more map traverse.
NOW
Survivor base movement speed: 100 % = 4m/s
Killer base movement speed: 115% = 4.6m/s, 110 % = 4.4m/s, 3.9 = 3.9m/s
Option 1: Decrease survivor base movement speed to 3.8m/s
Option 2: Give every killer 0,2m/s increased base movement speed = 115→120, 110→115, 90→95…
Option 3 (least interesting): grant various hastes through the game to killers - when hooking, when kicking gens, when breaking pallets…

unneeded for the vast majority of killers in a game that is killer sided for 99% of the population.

nope. at most they should give categories to killers and give each category a small passive or something. there's a class in 2v8 that gives the killer 5% haste while unseen, you could give that to killers categorized as Ranged (majority of them being 4.4 m/s) so they have a better time traversing the map.

They can at least make that killers out of chase have 15 % increased sped, while inside chase have no movement bonus. At least make it a perk.

DBD is defienetly not killer sided, not even in the most remote dream.

This would destroy all of the balance work that's been done so far.
Get killer more in line with… what? Not needing to outplay proper play anymore because you've foundationally broken the way survivors play the game?

There is a good reason why add-ons that give killers a speed boost at all times have some of the biggest downsides attached to them (Watterlogged Shoe on Hag, Matchbox and Spasmodic Breath on Nurse, MDR on Spirit…).
And a good reason why MfT broke the game.
And a good reason why the devs wanted to stop Haste stacking.
It's because even the smallest change in movement speed has a massive impact on the strength of most loops and chases, and in result, game balance.
TLDR: Movement speeds are fine as they are, DO NOT TOUCH.

Then they should rebalance survivor haste perks:
FE:
- made for this: 3→1%
- Hope: 7→4%
- Boon:Dark theory: 3→1%
- boost from exhaustion perks: 150→125%
etc.

This works with BOTH sides, you know.
Killers being all 5% faster with NO prerequisite is about as broken as the old MfT.
Also, Haste stacking can be problematic on either side, so not sure why only survivor perks are targeted here, and all of these have a condition to trigger (get to the endgame, be in Deep Wound, be not Exhausted and do something as well, and be in the boon), as do all Haste perks.

You have to count that there are 14 perk slots on survivor side, while only 4 slots on killer side. So cap is a solution, but killer must have higher cap than survivors. Let's say, that haste over 10 % won't stack on survivor side, while killer can stack up to 30 % haste.

The limits should, in my opinion, be 14% for survivor and 18% for killer.
14% allows for existing comboed hastes to stack (po2 + bp) but no further than that, and 18% allows for many setups that give 10% + 5% + 3% (which is actually a pretty common setup, clown yellow bottles with bonus + rapid, singularity with rapid and unbound, etc etc) but no further than that.
it puts killers and survivors both at something like "2 perks or 1 perk and an addon, and basekit hastes, but thats it.", evening the field for both and allowing room for bhvr to make new haste effects now they cant stack past these limits, without removing existing builds many players have signalled they're a big fan of.
