Balance the game first, aka bring SWF to solo's level (not the otherway around) THEN nerf Billy and Nurse accordingly.
So you don't have to change 90% of the killer roaster (except of some QoL changes for each individual killer, they nearly all have a problem in a way or another).
And you reduced/removed the godlike potential of SWF in the same move.
Profit.
Just my two cents tho.
