Should I get DBD
I was wondering if its worth getting it if my laptop can run it, it's an HP ENVY x360. Don't know the exact specs.

If you're considering playing on Steam, you can always give it a shot. If it turns out it can't run, you can request a refund, i think?

looks like the minimum GPU is rated at 161% of OP's GPU. graphics might be a little choppy or subpar with that level of difference

You would really need to check the specs of your system, if you do not have a dedicated GPU for example you are relying on the intel built in graphics, which we do not support.
Steam is a great option as you can refund the game if you are unable to run it on your system.

Assuming you get the dedicated mobile RTX 3050, you could possibly turn down the graphics to low and it would be playable.
The problem is the game is now poorly optimized. Just a few months ago, say January, when the graphics looked the same visually as they do now, I was getting butter smooth performance on a GTX 1070 (desktop) at Ultra settings, no hitching. Now I get huge hitches in almost every match where the game pauses for a second at critical times.
I've watched several streamers with much better cards than mine have this same hitching issue, and I don't get this issue in other games, so it's not just me. I don't know what the devs did, but something is badly optimized and it wasn't this way last year. In between these intermittent and seemingly random hitches the game runs smooth on my card.
A weaker mobile card is only going to exasperate this stuttering issue. Don't even bother with the min specs on Steam, they're a joke. You need to at least meet recommended specs with the way the game is currently optimized, unless you enjoy slideshows.

No, it will not be playable on those specs. That is a very old mobile GPU that was not good when it came out in 2014.
I have a good PC anyway but I also have a laptop with a 3050 with 4GB of VRAM and while it will start the game and run it, the experience was awful with constant large FPS drops and stuttering that made it unbearable. I have a laptop with a 4060 as well and that plays it fine with medium settings @ 120 FPS
Your laptop is far too old and will not play any Unreal 5 based games

A 4060 should easily be able to run the game smoothly at Ultra settings. Recent updates have introduced a performance issue.

I want a consistent locked 120 FPS with ZERO drops, it will play at ultra for sure but not consistently

My point is that these massive FPS drops just didn't occur for me until recent updates. Last year I had no hitching on just a GTX 1070 at Ultra settings. Yet visually, the game looks the same to me as it did before. If this game were properly optimized, there's no way a 4060 should be getting huge FPS drops. And I see many DBD streamers with RTX 3090, RTX 4070, RTX 4080, having these massive stutters that pause the game for a second mid chase. So there's some issue on the development side that is killing performance on even powerful cards.

I don't get huge FPS drops on a 4060m though, don't get me wrong there, it more a case of moderate drops from 120 FPS locked to 100 or even 90 which isn't the end of the world but you do feel it. The other laptop I have with the 4GB 3050m is suffering because of the extremely limiting 4GB of VRAM, which results in paging to system RAM which causes the significant stuttering.
I have 7800X3D and 4090 desktop which of course runs locked at 120 FPS at 4k, though even then it does have the odd stutter because Unreal 5 (and Unreal 4) has always had a stuttering issue.
Some updates break the game for some people though and I have not been immune to this either.
