Suggestions for Haste Stacking (specifically for Clown)

This is a part three to my suggested changes for Clown (please read part one of my Clown changes if you read anything), although this specifically has to do with much more than Clown himself, but he is the biggest abuser of this.

Haste is something that is very delicate, as changing a percent or two can make or break a specific perk (add-on, power, etc.) from being viable. As for haste stacking, typically it isn't considered OP to run, but it can be one of the most annoying tactics in dbd, and can make some players appear to be hackers that aren't. The current clear abuser of this tactic is the Clown. Clown can use haste perks like no other killer, as not only can he stack haste perks together, but also add 12% haste on top of it with his invigoration, which, considering how invigoration is more accessible than it ever has been (unfortunately), it can be extremely annoying. In my opinion, haste stacking itself isn't that big of an issue on any killer outside of Clown (give or take a few scenarios).

So, ultimately something needs to be done about this, and I see two solutions. A: Remove haste stacking in general and make each haste perk somewhat viable by itself. This is probably the best fix, as haste itself is considered to be something that should be balanced very precisely, and this change makes it to where there is more freedom in regards to perk design, and removing one of the most annoying tactics in the game. B: Add a 20% cap to haste for killer. This makes it to where every killer outside of clown can run a build with two or even three haste perks working at one time and not going over the cap (for example: NOED, machine learning, and batteries included being 19% I believe). This also means that Clown can still run rapid brutality with cheap gin bottle to reach 20%, or some other haste perk with basekit invigoration. It simply means that clown can't stack multiple haste perks AND invigoration at the same time, which I think is much more healthy in general. The only perk that I can think of on the spot that gets killed with this idea for Clown in specific is PWYF, but that is literally it. I think this could be a middle ground for players, as killers can still run haste builds, but with a limitation.

Summary: Haste stacking just needs addressed in general, and something needs to be done about it, whether it's a complete removal of it or a built in cap to it.

    They actually made a great change removing haste stacking just for it to get reverted because 1% of the playerbase wants to use their gimmick build once a year

    Exactly! Lets hope they end up pulling the trigger on it this time around.
