SUMMARY OF THE ISSUE: broken status after mending either legion pin stops inner strength from activating
PLATFORM:PS5
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
- mend with legion hit
- Become broken by legion pin
- Cleanse totem for inner strength
- Inner strength doesn’t become active

Inner Strength doesn't activate if you're Broken.

As the other person said it does not work if you are broken and it even is listed on the perk description in the game itself. So this is not even one of those cases where its not listed in the description.
