So DBD devs said they will add Yellow Rabbit's mask someday. And my question is: will it be free for people who already own Yellow Rabbit? I want to buy that skin, but i just keep on waiting in case the mask won't be free

This is why we need just like one solid place where BHVR puts all their communications.

idk why they couldnt just include the mask when the skin came out in the first place. Would have been way easier to make the mask a optional headgear and the maskless version his main headgear.
