Onryo tape not reducing condemned status

SUMMARY OF THE ISSUE:
PLATFORM: PC
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: Tried to reduce the Onryo condemn so I wouldn't be Mori'd but it wouldn't let me reduce it when interacting with the TV's and inserting the tapes.

I watched your video. It looks like you had been hooked twice, and each time you get hooked if you have condemn stacks then up to 3 of them per hook get permanently locked in and can no longer be removed, in this case all 6 of your stacks were locked in so inserting the tape did not lower your condemn at all.
You can tell if a condemn stack is locked in if the stacks on your survivor portrait are completely filled in white like yours are (compared to Ada's in the video which are not).
