Why don't you give different benefits to each killer on unique hooks
We Know you can change the values when a unique hook happen ( previews PRB) so why not give each killer what then need.
For example if I play hag or trapper I can't use the bloodlust 1 because I need to set trap in the area, but if you give me a way to o use my power faster for limited time that better

Because bhvr usually goes for the laziest solution to a problem and because they consider killer benefits "handholding".

Because there are effectively no bonuses that can be given that will benefit spreading hooks instead of also benefiting tunneling. Especially if it works in the first 3 hooks of the game.
Gen regression on hook? People use it for more time to tunnel someone out.
Aura reads to see where survivors are? Oh, survivors are "too far" away? Better to just stay near the hook and allow them to do gens for free.
The only bonus I've seen that would work is extrinsic, or outside of the match. So a minor bonus like giving BP on unique hook (old BBQ bonus) would be good, but also wouldn't make a huge impact either.

Consistency perhaps? Feels like it would only add more factors to worry about for killer balancing too.

So it better to have a generic benefit that let's say 60% of killers can use than help each killer especially the low tiers ?

That should come with buffing the killers independly not some global mechanic.

Too much effort required for them. Not to mention that this would likely be bound to become a new fountainhead of head-scratching bugs for the devs.

Just give Killers something if they hook every survivor once before they reach 5 hooks and maybe a bonus if they manage to get their first dead survivor at 9 hooks.
So every Survivor needs to get hooked once before they hit second stage and Killer Mains which try to not tunnel get a benefit to go out of their way to tunnel.
