There need to be better ways of telling new killers that camping is bad
This is an observation I had yesterday while playing against a clearly new killer. They didn't appear to be camping just to be an #########, it seemed that they simply didn't know any better. Then it hit me, I myself didn't know what camping and tunneling meant when I was new and I only learned from the community. There aren't clear signs that outright say "hey don't do that" when there absolutely should be. Have a message pop up or something after standing near the same hook for a few seconds, if the behavior continues they a warning, then 3rd strike is to be removed from the match. I think this would be a lot more efficient than nerfing everyone's abilities every other week.

Camping in itself isn't bad, it's just a bad idea. They'll be losing and losing often if they are camping while gens have zero pressure and fly faster than they already are. They'll figure out pretty quick camping is a losing strategy. This is part of learning the game.
Now what DOES need to change is to make new players aware that survivors can unhook themselves if the killer camps TOO much. Again, camping isn't "bad", but if they do it too much, survivors benefit from it.

I think if they bring back that on screen notif from 2v8 and the Krasue PTB it'd be fine

Maybe a warning that the anti camp is kicking in?

just ban the killer player that hook survivor to death or camp for 10 years will work.🤣
