Base kit Deadlock
With all these changes to hinder the base Killer gameplay and all the leeway that Survivor side gets, there is barely anything that can help the Killer prolong a match enough to balance the game out without resorting to making half your build to stall the generators. I suggest adding Deadlock to base kit and buff the effect. When a generator is complete all generators with progress become blocked. The time of the block will be affected by the progress amount and the time in the match. Early in the match, gens with more progress are blocked from being repaired for longer while later in the match the gens with lots of progress won't be blocked for as long.
Any generator with 1%-30% progress will become blocked from being repaired for 20 seconds.
Any Generator with 31%-50% progress will become blocked from being repaired for 35 seconds.
Any generator with 51%-70% progress will become blocked from being repaired for 45 seconds. After 7 minutes of the match has passed, generators will only be blocked for 35 seconds.
Any generator with 71%-99% progress will become blocked from being repaired for 55 seconds. After 7 minutes of the match has passed, generators will only be blocked for 40 seconds.

I would make Lethal, Corrupt, Deadlock and No Way Out basekit and give away the bloodlust bonus for unique hook.

No Way Out would be a higher likelihood due to end game being miserable for Killer but Haywire would fit better as well.

If you're losing games by such a wide margin that you'd need… potentially as long as 3m 40s of the game not possibly being progressed by survivors before slowdown perks to win, then none of the recent changes should have caused a huge turnover in your outcomes. Recent changes, pallet density especially, have caused the gap to widen between killers that can play fillers effectively and killers that can't, but not by quite that much.
Before people get mad, I'm not saying skill issue. In fact, I don't really believe anyone is losing by that wide a margin. What I do believe though is that this is an admittedly fairly overkill reaction to an underlying problem which is that game lengths are too variable - gens can be sped up or slowed down too effectively. To fix that, BHVR could tune up existing basekit slowdown tools a bit and nerf gen speedup - toolboxes especially.
Hell, if they really wanted to clean up game lengths they could hugely reduce the synergies of slowdown perks whilst also buffing them to function standalone - that'd also serve to inject some more variety into killers builds because its harder to benefit from quad slowdown but much much easier to benefit from single or duo slowdown. Win win.

Can we stop making base kits for everything and just reconsider perks system first? My main reason of hating last iterations of PTB was providing free base kits for losing, aka second chances, while not revisioning perks as mechanic. Why suddenly everyone became so obsessed with idea of giving base kit for breathing?
This is no better than survivors trying to justify current half base kit OTR and free babysitter

I don't think this is the way to go. I really want gen speed modifiers based on living survivors and gens completed, instead. A mechanic like this would be a comeback mechanic for both sides, and it works decently in 2v8, although not super impactful and based on hooks rather than survivor deaths. I would turn this mechanic off at 1-2 remaining gens personally.
