Bugged hook spawns

a few updates ago the hook spawns in the game changed so that sometimes they're angled towards nearby walls. what this means isn't just that sometimes killers have difficulty hooking survivors, but that killers themselves can sit in 1 spot at these hooks and prevent the survivor from being unhooked with no possibility of other survivors performing the unhook action.
