Did DC penalties get changes recently?

I got disconnected from a game because my interent was having one of those days. and when i went to ready back up, i got hit with a 5 minute dc penalty. this was the first time i “DC’d” in like a whole week. how do i already have a 5 minute penalty? also doesn’t it go up from a minute to 5 minutes to 15 minutes etc? is this happening to anyone else or just a case of personal experience?
