Current Vigil should be either Boon or reverted
Vigil buff is probably best example in this game's history of why buff perks based only on pick rate is awful idea. It was good niche perk before, now it's stupidly overtuned perk, which do too many things and too good with no investments at all. Who decided buff it more than twice and left it as it is? Yo guys, Batteries isn't really popular perk, how about make it 12% and 20 meters around gens? No? Why?
Why 1 perk should be able to do so many things and to this degree so good?
– Makes exhaustion completely free. Exhaustion perks are last thing in this game that needed such a big buff. Playing against 4 Sprint Burst makes me wonder why I even play some other killers except Blight.
– Still works on killers power. It was problem even before perk was buffed, somehow ignored even after. I stopped playing Freddy just because of this perk.
– Deletes every status effect perk and addon from the match. Last time I tried to go with some meme build and picked Hubris + Enduring, I got robbed 4 times. You know what's even funnier? 2 times it wasn't even person with Vigil, just teammates having 5th super strong perk entity knows why. Every non-meta perk with status effects just punished for existing with even 1 Vigil in match.
– Giving 5th perk to whole team. And this is another stupid buff I don't get. Not only you overbuffed already good perk, but somehow it lingers on me half of the match now with 16 meters. It's very often when I see Vigil effect on me and I don't even see survivor around me. Before you needed at least cooperate together, now you get this effect just for exciting on a map. Got a match on Midwich, where I had Vigil effect 70% of uptime with 2 teammates running this perk. Like ######### is it?
So, with how overpowered perk now, I think it only can be justified by being a Boon. Keep all effects, keep even working on killers powers, but make it Boon. Extremely strong effect, but only on area. Or just completely revert it and let's finally learn a lesson, that we should NOT buff perks based only on pick rate.

I do think Vigil needs a nerf and mostly agree with your reasoning, but I don't really want it turned into a boon, just toning the numbers down and removing the interaction with certain base killer powers it affects would be enough.
But yes, I agree it is too strong right now. The numbers are too high for how versatile of a perk it is and for it being a completely passive effect with no input. They tried fixing it by making it unstackable but this didn't really address the issue with the perk and why it's frustrating to play against since the stacking was only ever a problem because of the numbers being overtuned and more than doubled from the previous version (30% → 66% and 8m → 16m). Stacking pre-buff Vigil was never a problem.
Anyway, buffing exhaustion perks is a very strong effect on its own but on top of that it also makes several killer perks and addons far less effective and too weak to justify using considering how popular Vigil is right now. I don't think it necessarily needs a revert, somewhere around 40% increased recovery and a 10 meter range would probably be okay (and this would still be stronger than the old version), but in its current form it's overtuned and not healthy imo for the reasons above as well as that it further supports the survivor meta while also discouraging off-meta killer builds as most of the perks/addons that are affected by this are not meta options (not all of them, but most of them). On top of that, it breaks a longstanding general rule that perks shouldn't have an effect on a killer's base power (Clown, Freddy, and Nemesis specifically are affected by this, some others are not though).

It should at the very least not affect hindered, but it’s an overtuned perk anyway so a nerf is justified. Devs have been real slow on the balance lately. Focusing too much on that anti tunneling/slugging crap that doesn’t work instead.0 -
They removed stacking, because more and more people started abuse Head On with it. You could jump in double lockers with friend and infinitely stun killer when he picked up anyone from locker. Pretty sure it's the only reason of this nerf.

I'm fine with current Vigil as most killers get awesome buffs. The only thing I hate about Vigil is it's affecting exposed perks that are already very time limited. Looking at perks like friends, strastruck, ravenous etc.

Agree. It is insane that we have one perk that makes ~27 perks and more than 70 addons either useless or less good and that for free for you and your teammates while making already strong exhaustion perks or STB even stronger.

Fair, I never came across that myself but I can see why they wouldn't like that, it's just that removing the stacking didn't actually fix why Vigil is overtuned in the first place. Getting a low enough exhaustion timer for that scenario to play out was only possible because of Vigil's recovery rate being too high in general, 4 instances of the old Vigil never got you more than what 2 buffed Vigils would give you prior to the stacking being removed

I feel like it should have the actual effect reduced to 40%. It is apparently 66% now and it shouldn't be.
And of course, it shouldn't affect Freddy Snares and Clown Bottles.

I would take it, if it won't affect other survivors completely and won't work on killers' powers.

maybe if it was an Invocation that lasted until the exit gates are powered it'll be balanced (better to what it is now)

IT IS 40%. Guys learn to read 66% faster recovery is different from 66% less recovery, all that happened was a wording change its still 40%.
Yeah it shouldn’t affect killer powers I don’t see why it does.

Vigil should be a charge perk, that gets 1 second of charge each time you are healing someone or repairing a gen.

Invocations aren't really in a good place right now in general, that'd be way too much of a nerf
