Merchant's drones sometimes don't do anything?

I've had several matches testing out Skull Merchant's changes, and sometimes scanlines just seem to do nothing.

The most egregious example so far I had was just a little while ago I had an Ash that seemed completely immune to scanlines. He wasn't even crouching under the lines or anything, he was just ignoring them completely.

We even just stopped playing and stared at each other for a bit as the Ash player obviously also realized that they were doing nothing to him as well, as he just stood there letting the scan line repeatedly wash over him to no effect.

    Scan lines dont "scan" if a survivor isn't moving i don't think. Theres also a cooldown after a scan line eventually does scan. It's pretty weird. Can also crouch and move through them and it doesn't do anything either lol

    Yeah, no, the lines just straight up did not work. As I said, one other player also noticed they weren't working and just kept deliberately letting the lines hit him and they did not build up any lock-on whatsoever, no matter how long we just stood around that drone waiting.
