Weren't event items always 2000 BP in the recent years?
Afaik event items regardless of which kind were always 2k BP.
Seems they not only have limited the BP gain to personal only but also made them use the rarity system.
the BP Offering costs 4k while the firecracker costs 3250 BP.

it refunds the bp tax after you complete the bloodweb level or back out of the bloodweb. if you buy the offering for 4000 bp, it will give u 2000 bp back. idk why they did this change, it really triggers my ocd seeing that the halloween event and christmas event items are rare rarity instead of being with the rest of the event items down in common rarity

They did it to make them appear more often as now there is two rarity levels that the event items can spawn on. The rare ones appear on the bloodweb spots that rare one would spawn and the common ones with the common ones. Its makes it more likely to have more event items in one bloodweb as they don't all compete on the slots of same rarity level.

except they did a across the board nerf to the spawn rate of all event related items/offerings/addons. i remember getting at least 1 event related node in my bloodweb for every level past 5 a couple years ago. but for the past 3-4 events the spawn rates have massively been decreased.

Event items used to be in their own tier. When the devs reworked item rarities, they removed the event tier. As a result, they’ve had to reassign event items to an already established tier. So now each event we get to play a guessing game as to how much event stuff will cost and how often it will appear in bloodwebs.
