Does Vecna get a limited amount of uses of his power?

The HUD indicates that a survivor can only get 4 tokens at maximum, and his power activates whenever a single survivor gets 2 tokens. So that means that Vecna only gets to activate his power 8 times throughout the trial at maximum, and then he is stuck being an 110% killer with no damaging abilities?
This is just a question, I am not giving feedback.

No, once they reach 4 stacks then hitting them at all instantly triggers Worldbreaker, instead of needing 2 hits.
