How is the Doctor when going Against him
I was really wondering on the Survivors point of view with this killer on what tier you think he is
When I play him he feels very strong almost A tier if I play my cards right.

This depends entirely on the Doctor-player. Overall Doctor is probably mid to low B-Tier, but if the Doctor-player is good, this can do a lot and you will most likely not survive as the average Survivor.
If the Doctor-player is bad, Doctor is a pushover. I have seen Doctors who were mindlessly shocking the whole time and not interrupting anything.

Depends on doctors skill but he isnt that strong as people think like sure he can make you unable to do anything (except few acctions like saving from hook) for 2,5 seconds but he gets slowed a lot and thats why the freddy or clown are way better at dennying loops compare to doctor.
Another huge drawback is that he is highly dependnt on good ping because if you shock survivor there is small delay that is getting bigger if doctor has big ping and that means that before survivor suffers from incapacitated status from the shock the survivor can still make some actions like vault or drop pallets which can totaly counter that doctor and cause him to loose that hit. Second big drawback is that he is highly addon dependent and especialy on discipline addon class that makes shock hit survivor sooner plus range addons are good to for dennying loops, other addons arent bad but they arent just that great only make like more apear illusions or red light from killer on tier 3 madness and that can be helpfull in chase or his illusuions can help him track survivors but thats it.
He is good for beginers because his power is quite easy to grab but hard to master and he offers basekit info with his big shock and even some slowdown with his skillchecks (that is good only on few perks with hard skillchecks like merciless storm or overcharge but it only effects new survivors in 99% of the time and more advanced players that can hit skillchecks just dont get effected by this).
Going against good survivors with doctor is realy hard deal because he doesnt offer that much compare to freddy or clown that have more tools or do one thing way better like clown dennying loops and I have some experience with this like going on badham against two legacy survivors that were in 3 man swf and looped very well (I got 3 kills without any hardcore tunnel but dennying loops was super hard).
What makes him bad against experienced survivors is few things first is he is slow like no mobility or solid slowdown compare to pig and pinhead his madness 3 isnt that huge deal its just as deepwound but requires more work to apply it compare to deepwound, he will get hit on loops eventualy but it takes long sometimes way longer than just forcing pallet with normal speed and breaking it and moving next so good doctor must know when to use his power and you can clearly see this when comparing newer players against experienced with him (the less experienced tend to spawn shock too much but they reach madness faster but chases take way longer where more experienced doctors use shock way less), info is good but nothing crazy.
For you question if survivors hug loops well and have some idea when to predrop or just hold W than he isnt huge deal compare to freddy or clown and some survivors that are very good can predict where he will preshock like on shack so he can denny window ad force pallet or more round and close distance so they will just doge him and vault window compleatly hindering his progress in the chase that can become higher than normal m1 killer, he still has solid antiloop but its slow and doesnt offer much help when survivor knows what to do against him so he is max b-tier and thats with best addonst and perks (discipline is must here).

Depends much on build, map and skill level.Doc is only really good at tracking and kinda mid in denying loop when compared to other killers, has no mobility tool whatsoever which is always a huge downside to any killer. A good doctor can be devastating on certain maps though. facing an impossible skillcheck doc on small maps can be quite frustrating. In the right hands doc can win most matches against the average 4 solo players. Not so much against experienced swfs, such games tend to be difficult, sometimes outright impossible for him to win. All in all, doc is kinda mid i would give him B tier

Good against people with few hours, decent against soloq pubs which any killer is even trapper and mid at best against people who are actually good.

Tier is subjective. In my experience, some players are very oppressive with strong builds that give them a lot of passive value, while others use his shocks constantly and end up slowing themselves down quite a bit. I think he's decent, but he can feel like a B+ with the right add-ons and his tormenting builds.

A good Doctor on a good map for him can be tough to beat. But overall he's pretty middle of the road, I'd put him in low-B tier

He's okay I just don't see the appeal to him anymore when there's killers so much more fun and unique then him

a good doc should make you feel utterly helpless. the kind you killer you have to beat in terms of macro.
most docs are beginners, though. or the Dunning Kruger type. I think the pre run+aura gameplay of modern dbd isn't doing him many favour's.
