Lessen the gap between the killers.
Can we just do something that would make the Atlantic ocean between Low-tier and high-tier killers smaller?
Many killers need changes. I would like to list some ideas.
Give Nurse a blindness effect while holding M2. It is a small change, but it would make the games against Nurse much better. I dont think it would affect good Nurse players because they safety blink anyways. But it would make aura perks less effective in chase while not making them completly useless.
Blight should be 110% Killer and he should have a cooldown on his power after breaking a pallet like Kaneki. I would like to see more variety with his add-ons too. Since I see only double speed Blights. And frankly other add-ons are kinda meh. So why would they use something else then Iri and double speed add-ons.
Please make the Rusty Flute add-on on Spirit partialy basekit. The difference between having the add-on and not having it is just night and day. I think she deserves some love too.
Give Ghostface the Drop-Leg Knife Sheat partially base-kit if nothing else, my boy deserves it. Frankly buff his add-ons that arent used or change some entirely some are pretty useless for him.
Trapper needs modernization. He is very outdated. I dont say you rework him completly. But I think he needs to get some love. I would like to reffer to a video from MintSkull. I really liked a lot of things about the ideas for The Trapper that would make his gameplay more fluid while keeping his identity. Give more lockers on the maps, especially on the locker deadzones. Dredge deserves it. There is a lot that could be done with The Dredge. Like make the useless add-ons actually good. The Sacrificial Knife an Iridescent add-on, it sucks. Before I even get to move from the locker the 5 seconds are already expired, please buff it at least to 10 seconds it so useless of an effect for add-on of this rarity.
But most importantly FIX THE GAMEEE!!!!
Lot of killers feels like im driving in half broken car. The buggy mess The Knight and Houndmaster is. Maps should be fixed too their hitboxes sucks so much like what would win? Twig or a chainsaw? The game says that the Twig would win. Fix the Deathslinger, you claimed to fix his hipfire bug, but you did not. And on god why are we nerfing add-ons on mediocre killers? The fact that they are most used is not because their strong, it because the all other options suck.
Sorry for the little rant.
There are lot more things that we could mention and I want the community to put some ideas here. But please avoid conflict between each other. Lot of the problems that affect gameplay is related more to a lack of knowledge on counterplay rather then things being too strong. I think the an understanding between the Killer and Survivor side would be benefitial and healthy for the community. But BHVR should do more in teaching the players on mechanics of the game. The Tutorial is propably more outdated then The Trapper him self. But if you struggle against killers you should ask someone with experience on how to play against him preferably someone who plays him.
(Kaneki should not lock you in place when he hits his power.)

Unfortunately it's never going to happen. The simple nature of certain killers completely limits them from being high tier no matter what you do with them.
Ghostface is good example of a killer that will never be top tier simply because he can't exert enough pressure on the map or the gens. If a killer doesn't have map control or a movement based ability, then they're mid or low tier automatically. Then that ability actually needs to be decent.
Ultimately the games base design, design philosophies and overall map design will always keep most killers from being more than what they are now. Unless we want everything being dash slop, it won't matter.

Disagree. Even killers like Ghostface can have their existing powers and add-ons buffed to the point where they feel stronger to play. BHVR just simply isn’t willing to put time and effort into doing so.

I don’t think anyone disagrees with OP that the gap between killers needs to be reduced. Killers that are too strong need nerfs, and killers that are too weak need buffs. The problem is that the game is so bloated with content now (>40 killers!) that BHVR can’t keep up with it anymore. They don’t have the resources to update older content anymore which is why we’re lucky to see one killer rework per year anymore. At this pace, your favorite killer will get a rework/update once every 40+ years.

There is always possibility when you don't limit your scope. Things as simple as their failed attempt at encouraging fresh hooks is a simple example, but more static elements of the game can be adapted to be better tailored towards the strengths and weaknesses on either a categorical or individual scale. Instead a few killers have a bit different move speeds and TRs, maybe some variation in view height that affects certain tiles. Its only impossible if you're not willing to try, and unfortunately this last year showed us a glimpse of what them trying actually looks like. They're never going to figure out balance until they stumble into a solution, and its going to be a matter of how much it costs the game's health and community to get there.

I agree with most of this except maybe Spirit. Though everyone does use the same add-ons with her, she is already pretty strong.
I'm desperate for Dredge to have more lockers. The gens on the streets of Badham are pretty much auto losses for me almost every time. Same with some parts of Lery's.
Would be great if they'd chill on new content and really do a proper QoL

Although i'm in for lessening the gap between the strongest ones and the weaker ones, i just hope BHVR don't nerf the strong ones and call it a day.
Maybe they should test a 4.4 rework for Nurse with one blink in a PTB, without pushing it to live servers. I feel like Nurse would only be balanced with a rework on how to her power works.
For Blight 110% would be hell for begginers but its understandable the change.
They could give many addons as basekit for C and B tier killers, making them more viable.
I know its not the topic, but they could also nerf some top tier perks for SWF, like Conviction and specially Shoulder the Burden.

The thing is, when it comes to feedback in the community its hard for it to be heard because most of the community complains about things with no data to prove thats its a problem.
Its easy to say nerf this killer, buff this killer but what makes a killer S-teir is how well they perform against fast gen progression. The faster gens get done the faster killers must get a down. Imo this isnt healthy for the game and just promotes toxic unfun games all around
It promotes tunneling, it promotes slugging and it promotes people to keep playing the same killers just to compete against gen rushers. gens repair potential should be adjusted through perks and addons so SWFs cant abuse it, because that's why blight and nurse are S-teir they have a chance against it while other killers just dont.
If we lower the potential of gens getting done. We can force more protection on tunneling, slugging and nerf these high teir killers because it wont be needed. Killers wont feel anxiety from winning a few games and feeling like they now have to play only S-teir because gens are flying. It would just be more fun for everybody.

Imagine the following. No Aura Perks work on Nurse.
Yeiii Nurse is fixed. Nope…
Now you see 4 slowdown Nurse everytime you face her or full slug Nurse.
It is always a monkey paw with this.

So, just to make sure I understand, nerf all the meta killers into the ground and then give literally what upgrades to lower tier killers (nurse is blind forever, but trapper and dredge go from 5 second buffs to 10 second buffs)

Making Blight 110% and giving him 1 charge cooldown after breaking a pallet is not nerfing to the ground. Making nurse blind while HOLDING M2 would not make her blind forever. It would allow the only counterplay that she has and that breaking line of sight. Not to mention it would nerf only the mediocre Nurses that use aura perks to shut down the only counterplay.
The buffs I told are just small picks. Most killers need bigger changes. The Dredge add-on I mentioned was just an example of useless add-on.

I honestly feel the answer to the S-tiers being nerfed is in their mobility:
-Nurse 1 blink
-Blight 2 or 3 bounces
-Ghoul no 1st grab lock on or less distance traveled
Mobility is what makes them broken, they have good map presence and amazing chase
They need brought down to Dracula/Weskers/Hillbilly's level.0 -
You could but more people shout to just nerf survivor or buff killers which no one USUALLY the devs dont take seriously.

I don't think the gap is that wide until you get into very high levels of play. My results on Skull Merchant and Ghostface aren't much different than my results on Nurse unless I'm facing a very optimal and skilled team. In fact, my kill rates between those 3 killers are within 5% of each other last time I checked. 5100 hrs total playtime for reference (total between both roles).
However, if I face a winstreak team playing like it's a tournament, then yes, there's a massive difference between low tier and Nurse. We're talking 2 or 3 total hooks vs a 2k-4k. Those types of survivors are a percentage of a small percentage.
You risk flipping the balance of the other 99% to address the 1%. I think lower tier killers could use some buffs and QoL. Zero reason for Trapper to get stuck in his own traps, for example. But I wouldn't advocate for huge buffs.
