About Mangled effect (ver. 9.4.x)

When I played "1 vs 4" trial I mend my deep wound and saw that progress line has red color and negative ">>" indicator. According to "6.5.2 | Bugfix Patch" the Mangled effect no longer applies to the Mend, Snap Out of It, and Recover interactions. Is it no longer relevant? Screenshot from the game is attached below.

Some killers have addons that cause mending to take longer.

Mangled does not affect mending speeds.
However, Legion and Deathslinger have addons that make mending slower (see Filthy Blade, Poison Oak Leaves, and Barbed Wire).
