BLIGHT NERF (A Fairer Blight)

I have created a blight nerf post in the past, and with more feedback from the community, I've tried narrowing down on what the perfect and fairest Blight nerfs would be for the killer. The nerfs are meant to put him in a fairer place, but also keep him as one of the strongest killers in the game, at around A to S tier.

CHANGE 1:
- His base movement speed becomes 4.4

This is a change that even many blight mains agree with. It emphasizes the use of his power more, as it's the main way he's supposed to down survivors. (Hag secretly receives Blight's movement speed, buffing her up to 4.6)

CHANGE 2:
- After blight injures/downs a survivor or breaks a pallet, he loses 2 rushes if he has 5, and loses 1 rush if he has 4 and loses 0 if he has less.

Currently, the most skill-less plays a blight can do is just break a pallet, and while the survivor moves away from the loop, they can just use the rushes to catch up before they have any chance to make it to any other loop. It's merely catching survivors in between a dead-zone, which doesn't really emphasize any of his power's bump logic in any meaningful way. Creating this 2 rush window is all that's needed to give survivors a fair window after a hit, or after making Blight destroy a pallet.

SUMMARY:
I believe with these changes he would be in a proper state, where his skill can shine and where there are more chances for fair counter play. He may even be able to afford a slight rush speed buff to his base-kit, assuming his addon-rush speed are nerfed relatively, to keep them at the same amount of speed
