No killer needs to be S tier, rather every killer should be B or A tier. This is impossible due to the nature of killer powers in that some will always be stronger.

Pretty much but some killers powers are total pile of dog wish in terms of power and are super bad like skullmerchant,trapper.
Personaly I believe no killer should be addon dependent but well that isnt case and probably newer will and we can clearly see that in last patch notes that arent bad like I agree these killers needs some buffs or call it "love from dev team" but we can see that killers like doctor or ghostface didnt get much compare to others or uknown got something but his power cooldown should be 5-6 seconds and not some 6,25 seconds like sometimes Im starting to believe that devs make these change ideas by using AI than doing themselfs.
Skullmerchant I exclude from that patch because she is meant to get rework but others dont.
