Forced Penance and you
Underrated perk. 5+ years ago we would have never looked twice at it….5+ years ago survivors were a lot more intelligent. Because their strategy nowadays is just to swarm and overwhelm the killer, forced penance completely disrupts that behavior. Especially if you're running a backpack build!
Trying to bodyblock a hook? guess what you can't heal for 80 seconds, go play DBD.
Doing a risky unhook in the killer's face? guess what, the person you unhooked and probably you as well can't heal for 80 seconds, go play DBD. For some reason hitting the rescuer while unhooking doesn't count as a protection hit but when you hit the rescued party they'll be broken. in a way it negatively reinforces unsafe unhooks and frees you up to tunnel. I don't encourage tunneling-I find it unsportsmanlike, but with survivor ego grand as it is I'm not about to discourage you from hurting their feelings.
It causes survivors to actually act like they're in a horror game again because they can't rely on their absurd reset times to get right back in the killer's face to disrupt them. On top of the fact that if you're active enough you can finish the job later due to folks at least understanding the bare minimum of splitting up for gen efficiency.
5 years ago we could never get value out of that perk because survivors were smart and efficient without basekit super powers. Nowadays in this era of wannabe bully squads and swarming im often finding that I get anywhere between 3-10 activations of the perk each time I bring it. I highly recommend you run it in at least three trials and take note how stealthy survivors get after about two activations.

I don't mind forced penance, it's a niche, But useful perk.
But let's be honest here, "go play dbd", in your words is "go do gens". It's that really want you want them to do?
Do you honestly think they're going to go open a chest or chance a dull totem in this situation instead?
DbD is a pvp game, so if you choose to limit the options to interact with the killer, then that's a choice in this case. But the survivors are going to go do gens instead. I'm not sure exactly why you'd want that. I want them to do anything other than gens, personally. Even better if they do it voluntarily.

That perk is gold on krasue because if survivors have some brain they will try bodyblock the ones that are infected and chased by head which comes handy, only bad thing is they will go for gens istead of healing which is why plague sucks against good survivor because they will invest all the time they would waste by healing into gens and game is even faster for the killer so this thing has its drawbacks as well.

I dont think most people that use the term have encountered a REAL bully squad.

In my killer experience there are way less bully squads who try to body block nowadays. It's usually more along the lines of flashlight/bang teams. Can't say I'm hugely fussed about forced penance in that situation anyway. I'd rather go with forced hesitation. Get a few easier hits.
