They clearly have to be because how do I only get 10 after 30 prestiges and my gf only has gotten 30 after prestiging SEVENTY times? I don't understand why Bhvr always has to have caveats with bloodpoints.

    They are rare because they are in an offering rarity group that has most offerings than any other. So even if you get that level of offering in bloodweb getting it to be specific one is really unlikely. So yes you will see less Bloody Party Streamers just because how bloated the rarity level of offerings it is. Nothing to do with the event just normal thing.

    I imagine it shares rarity with blood moon eye ball and map offerings so every time I see an eye or map that's something that otherwise could have rolled the dice into a party streamer. I have noticed I'm getting them comparatively more frequently on killer blood webs so that's why I'm assuming the maps are in the same pool since they're not there to compete for space on killer.

    Similar to you, I have noticed I'm getting close to none on my survivors' blood webs even when I manually go through spending blood points rather than the bulk spend.
