Why aren't perks that are used by majority of players made into base kit?
- Why aren't perks that have been useless for years, buffed or merged together with other useless perks?
- Why can't they have some strong perks that work differently if used with different perks/killers? (like duration/aoe changes)
- Why do killers and survivors have to come with 3 perks each at this point? Give them one strong perk instead of 3 perks that no one will use in 6 months.
I feel like if you removed 70% of survivors least picked perks nobody would realize.

It's more just has to do with how BVHR has every character have 3 teachable perks. I think what would help a lot if the Shrine of Secrets was expanded to have more perks available to purchase considering the game has over 200 perks on both sides.
Also I don't really like the ideal of perks working different depending on character chosen especially for survivors. Killers already sort of filter out perks based on how well they synergize with their power, but for survivor it would just create meta survivors based on which characters get the chosen bonuses to their perks.

The answer to your topic question is simple. The power creep would be crazy.
The most used perks for survivor is things like windows, dead hard, sprint burst, decisive etc. To make any of those base kit would ruin any sense of balance.Same if you make the most popular killer perks such as Pain Resonance, Grim Embrace, Eruption, DMS etc. base kit.
You have to consider that not only will these effects now always be in play, people will be able to stack even more strong, but not as used, perks on top.

The one thing that could be interesting with which characters get boosted.
This could show Behaviour which perks survivors will actually use more if they were boosted more. Of course you will always have Windows, DH, DS, Finesse, Resi, and which ever else.But speaking from someone who almost always has a different build every time to try new things out. I wouldn't mind objectively bad perks getting a boost every now and then

imagine having to go against basekit dead hard, iron will, ds, shoulder the burden, sprint burst, vigil. Not a good idea.

Firstly if you equip all exhaustion perks the only exhaustion perk you can use is SB.
You could remove all exhaustion perks and bloodlust then in turn add stamina system where you use stamina to run and once you run out you run slower (basically bloodlust 1 in reverse) you could also increase your speed (lets say it would give bloodlust 1 to survivor), but it uses your stamina faster. Survivors would be louder as they decrease their stamina, you could lets say regain stamina by walking/crouching (stamina regeneration would be smaller when in chase)
That's one example.
Also I said it before, I will say it again. Iron will that isn't 100% is worthless. Its like having 75% of cancer removed, you are still stuck with 25%. But hey its smaller.0
