Fast Track Feedback
I let this simmer for a bit because I wanted to be sure of my thoughts before I weighed in, and I do think I can safely conclude Fast Track isn't in a great spot.
Now, for transparency, I'll say I never really had much of an issue with Fast Track's effect in-game, but that's mostly because it wasn't very good— yet, it couldn't really safely be buffed because of the design that it had. Crank up the numbers even a little bit, and you risk making the perk broken.
So now we have the new activation trigger, and it's at least a lot safer to buff compared to its predecessor. With the activations of the perk gated by needing an unhook, the effects themselves can be made better without getting out of hand, at least if it's done carefully- permanent progress is strong, after all.
Ultimately, I don't think the actual number of charges taken off needs adjusting. It could be, especially if they made it so you can't bank as many tokens, but I'd rather look in another direction, so here's my pitch:
I think the activation of Fast Track should be moved to a simple button press instead of a great skill check.
This would give players more control over exactly when and where they use their tokens; running up to a contested centre gen early on or a tight 3-gen at the end of the match to apply permanent progress is already one of the better use cases of the perk as it exists now, but right now you have to sit on that gen and wait for a skill check, not to mention the players who aren't as confident in their ability to hit the great every time.
With a button press, even if you had to be repairing for a few seconds like a few other perks, things become a lot more consistent and the performance of the perk can be more reasonably analysed going forward.
This won't push it into the meta or anything, but it'd make the perk a perfectly solid off-meta pick for those who want it. What do we think?

Fast track in my opinion was okay. There was no need changing it. It should be reverted as it was before.

If talking about current fast track it wouldn't be a issue adding it on a button (sans button confusion with controller controls).

Yeah, current Fast Track.
I don't think it'd be a problem for controllers? I'm pretty sure there are other perks that work this way, like Potential Energy.

I like your idea, and also i would say give 2 tokens per unhook too up to a max of 4. the fact that the activation condition and overall progress got nerfed is just overkill. maybe reduce the progress per token to 4% since a full BNP after an unhook might be too good but we’d have to see.

Yeah, I think Fast Track would be cooler as a direct activation rather than a passive on Great skill check things, and I think if BHVR designed the perk from scratch today, that's what they'd do.
Sidenote, but I'd also prefer Fast Track just not being an altruism perk and actually fufilling the "selfish Survivor" idea. IMO it could've been healthy as essentially a teamwide antitunnel on gens; No tokens for first hooks, a small number of tokens that's not quite worth the perk slot for 2nd hooks, a big bounty of tokens that justifies the perk slot if a Survivor dies.

As a killer player facing 4 fast tracks was quite unamusing as they were basically rewarded for playing poorly. I get that at this point I was winning either way but it's different when they make it to endgame just because of single perk. If you have good team who know what they are doing, then clearly the perk won't give you nearly as much value. Original fast track gave you 27 % max free progress, buffed fast track gave you 54 % now the current version is defienetly way weaker than the original as you mostly get about 2-3 unhooks per game = 10-15 %, so the perk gives you way less value while the requirement might be negated by your team. Is it bad though? No. But I'm quite worried about the future metas not even coming as any outstanding perks gets complained about and nerfed within week. Except for Vecna 2.0 perks we truly haven't got much of a new fresh metas truly. On survivor side it was shoulder the burden which I still see max once per 20 games. I truly wish you can pick way more perks and feel like you are not memeing but chosing your playstyle.
