Can someone explain to me why game disconnects me and then punishes me for it?

It has happened twice at this point, and I dont really understand why I am being punished for it.

Everything else works, no internet issues, game is stuck in the moment it "lost connection" (game is not frozen, still have internet working), for all intents and purposes it feels like server disconnecting from me, then tells me that I disconnected and gives me penalty.

DBD's netcode is so bad that you can be punished for disconnecting from matches that you were never actually in. Legitimately, I was once sitting in queue for what seemed like far too long, so I (correctly) assumed that something had gone wrong. Restarted the game, requeued, and got hit with a penalty for disconnecting. The server put me into a lobby, started a match, and then DCed me from the match without my client ever getting the signal or confirmation that literally any of this had happened.

You never get penalties of server going down. So if you got penalty you lost connection to the server. Even if your internet is up is not any validation of you not losing connection to the server or dropping few too many packages so it considered you lost.

Packet loss happens even when internet stays up so totally true and possible. Internet connection does not mean you have solid connection to everywhere it does not work that way.

I'm referring to the first part of your comment: "You never get penalties of server going down". People can and do end up with penalties due to server issues in DbD.

You don't get penalties of it thats totally true I have never got one because of server dying as that is the one disconnect where Behavior knows for certain why it happened. That is the reason you don't get it. If you are mistaking the message of "Dedicated server is not responding" message as it stating server crashed you are mistaken as that just means your game did not get answer from the server and most likely the server did not get one from you so the connection got closed. It does not mean server went down.

I can't have packet loss only on DBD, I literally opened up a video on YouTube to check. 1080p quality no problem no buffering.

Different connections to different servers yes you can have connection loss on certain server groups. You can have connection good to one website and still have another that takes time to load for some reason. Internet is not that simple solid connection to everywhere. Also different programs can have different requirements of the connection quality to keep connection up or even totally different times it ask updates for example.

Youtube is bad example anyway as its literally just a video download site. Your upload only does the request to open the page and after that the video is downloaded on your comp while you watch it. Its not heavy on your upload at all so if you have problem on that side of the connection you would not even see it.

Unfortunately yes there are serious memory leaks with DBD the longer it is running, with absurd packet loss. I tend to restart the game every three to four trials to mitigate the issue.

I do not think I get a dc penalty whenever I get that "Dedicated Server is not responding" message but I'm not 100% certain. I definitely get it when it says "Connection to host has been lost" and when I'm dashboarded and receive no error message at all.
